HSU Samokhin, Mikhail Ivanovich

I wonder if any of you with the HSU books could tell me why Colonel-General of Naval Aviation Samokhin, Head of the Baltic Fleet air arm, was made an HSU in 1945. I have one of his tunics coming in, so it would be a great help. Thanks!

He became a HSU on 29 June 45.
