Lt. Colonel Strelets Military Milestones.

From Sr.Lt in 1940 to Lt.Colonel and commander of Art. Polk in 1944.
Then very rapid and sharp decline.
Feb. 1946 – asst. commander of Art. Polk. In Lvov Military Dist.
Nov. 1946 – commander of Artillery Reg.Polk in Prikarpatsky Military Dist.
Aug. 1947 – Battalion commander.
July 1948 – Commander of Art. Divisiona.

Retired in 1955 after finishing Central Artillery School ( “kursi” ). Looks like he was not prepare for Cold War, only real action made him a Hero.

Indeed, quite an ending for a very impressive carrier! I am guessing he probably was a great commander during the war, but had no proper education to cut it in the peace time Army. In 1955 he was most likely retired.

Guard Badge

I did not find any references about his guard badge, exept citation for his second Red Banner. He was asst. commander of 968 Order of Red Banner Art. Polka in 395 Order of Red Banner Order Suvorov Tamanskoi Division - which was Guard Polk. But no reference to him as guard Lt. Colonel.
