red banner of labor doc?

Hi
Can anyone help me with this document? Have you seen one before. What does it say and do you recognize the signature? All help are welcome

it is not very readable, but it is an ukaz, a decret from the supreme soviet of the ussr. Certainly the decision for awarding the order. The signature is Gorkin's one, the known secretar of the praesidium of the supreme soviet. Nice piece!

I might add that there is no serial number of the award in the text of the Ukaz, so there is no guarantee that this particular medal was indeed awarded to the person named in the Ukaz. Strictly speaking it's not an award document at all.
