The bottom bit says he can get a free first class ticket on trains, boats and buses.

Interesting - thanks. I found this in the pocket of a M69 AF general's uniform. The ribbons don't indicate he was a HSU, HSL, or Glory cavalier. Hmm. Is there a list of cold-war generals anywhere that might shed light on this?

Podpolkovnik Baziuk received two OKhVP-10 for the polling place.

Senior Lieutenant (Quartermaster Service (интендантская служба)) Andrey Ivanovich Malyuta.

Prikaz #339 – Berlin encirclement – 28th April 1945.
Prikaz # 359 – Berlin capture – 2nd May 1945.

Hi Ruiz,
  1. Guards Junior Sergeant Filimon Vasil'evich Sandun on 1st June 1946 by Lieutenant Colonel Kashchun, Commander of the 348th Guards Rifle Regiment.
  2. Guards Sergeant Stepan Fadeevich Simonenko on 24th April 1946 by Lieutenant Colonel Mishchenko, Commander of the 232nd Guards "Vienna" Orders of Kutuzov and Nevsky Rifle Regiment.

The writing style on the first one is not as clear for me as the second.
