Can someone explain how to interpret the date info? Are those dates of known presentation of that serial number?

Although I didn't post the data here, the serial #'s and dates correspond to information from my book Echoes of War.

The data in my book includes additionally awarding unit information which is not captured here.

To answer your question, the data allows a collector or researcher to better determine approximate awarding times and/or organizations for awards by serial number.
