Irreproachable Service implementation dates...?

As I understand it, the CSM, ORS, and ORB were discontinued as long service awards in September '57, and the new Irreproachable Service Medals were implemented in January '58. Does anyone know how solid this was?

As an example, I have a unnumbered CSM with document dated in later '58. My experience so far is that such an award would be for long service, and there wasn't much in the way of combat actions officially going on in '58. But... the dates don't quite line up. What do you guys think? Did the two systems of awards overlap that much? Does anyone have specific experience or known examples here? If nothing concrete, any opinions?

Could be a catch-up award from the war?

Also, when the 1958 law came into effect creating the Irreproachable Service medals for 10, 15, and 20 years of service, did it also change the rule that awarded the Order of Lenin for 25 years and another Order of the Red Banner for 30 years service? In other words, are there still a pile of long service OL's and ORB's out there well past the 1958 date to cover those aging but ever-present tovariches, some of whom hung in there well past their use-by, freshness, and expiration dates?
