Banners (various republics that formed the USSR)

I have seen a few banners like the one below for sale, although they have different-colored stripes at the bottom (for example, I have one with a purple stripe across the bottom). Are these political banners of some sort? And do the different colors represent banners from different countries?

Anybody know anything about the rarity or pricing of these banners?

I would imagine it would depend on what material it is made of and what condition it is in. I know a dealer that sells them made of silk in brand new condition for $40 and then used with some soiling etc. for $25. If I see any more outhere I'll let you kno how much they are going for.
