First image: Outlined in green are badges for local apparatchiki; something like town council members. Is modeled after a common award banner ("We shall have victory in communist labour!"). Outlined in red are Young Pioneer badges. An organisation for children too old to participate in Young Octobrists but too young for Komsomol. Outlined in blue is a Komsomol badge. Was an organisation for young people after they got to old for Young Pioneers but not old enough to join the Party yet. The other badges with this symbol (Lenin banner) and/or the letters VLKSM are also Komsomol badges.
Second image: Outlined in red is a Young Octobrist "baby Lenin" badge. Was an organisation for children too young to join the Pioneers. See this thread for more: New marker mark identidied on Komsomol badges |

January,
I am not sure what you mean about "badges for local apparatchiki". These are simple, usual Udarniki badges, given to "good workers". Sako, That's a lot of standard, common badges. Nothing you can hope to retire on. Marc |

Edited to add: I also regret my description of Komsomol. I should have said, it was an organisation for people too young or otherwise not yet qualified for Party membership. Last edited by January; 03-07-2007 at 05:13 PM. Reason: Wanted to revise my earlier description of VLKSM |

The badges with roman numerals appear to be party or other organization congresses or conferences. The numeral is the number of the conference. The badge with a curved flag with Lenin and a Roman numeral is a Comsomol congress or conference. Same shape as Comosmol plus number for conference or congress. I can't see to identify but they will also name the city, region or othe distict as well as gor for city (looks like "rop" in latin/english) Raion or region looks like "PA-backward N-OH" approximately equal to county. The number of the confernece were not all contemporary. SO you cannot count on 26 being the same year accross the entire union.
