Mystery Soviet Belt

I bought this belt with a few others & some buckles on a trip to Russia in 1996. I have identified all the others, but this one remains a mystery. It looks very old & I haven't seen a picture or description of one like it.

It is not your usual clip-behind military buckle. The strap goes through the buckle and hooks onto a post set about an inch from the buckle. The soviet star is set in a rectangle, but there is no background - ie there are 5 triangualar holes through which you can see the belt passing through.. The belt has a double thickness and appears to have hollows for attachments (a Sam Browne setup?). The stitching appears to have been brightly colored at one stage. It is very well made, and looks a lot fancier than a normal military belt.

Any help from the erudite types here would be much appreciated.

STOP PRESS: I think it may be a pre-1942 officer's belt?

That looks like a late 1930's~1940's officer's belt.
