Cosmonaut Maxim Surayev, who returned to Earth in March after six months aboard the International Space Station (ISS), has twice been denied the Hero of Russia medal, in what the media has called a "scandal of cosmic proportions."

"The defence ministry has twice refused to award the Hero of Russia medal to Surayev," Roskosmos spokesman Alexander Vorobyov told AFP. "As far as I know there was no reason given."

The accolade -- one of the country's highest honours -- has been granted to nearly every first-time cosmonaut since pioneer spaceman Yuri Gagarin in 1961 and to every Russian to fly on the Soyuz craft since the breakup of the Soviet Union.

"The entire Russian cosmonaut community is up in arms at what is happening and in the end they may all go on strike," Vorobyov said, adding that the space agency had appealed to President Dmitry Medvedev to intervene.

The Hero of Russia medal confers housing, pension and travel benefits, as well as a state funeral.

PayPal has updated its user agreement, this is new on refunds for items significantly not as described:

- clarify that a seller will be liable to PayPal if that seller loses a Claim from a buyer with a PayPal account registered anywhere in the world. The relevant part of section 13.7 now reads as follows: “Sellers: As a seller you are liable to PayPal if you lose a Claim from a buyer with a PayPal account registered anywhere in the world. This includes, without limitation, where you sell to a buyer who is a Full Programme User and the buyer files a SNAD Claim, in which case you will generally be required to accept the item back and refund the buyer the full purchase price plus original shipping costs. You will not receive a refund on your PayPal fees. If you lose a Significantly Not as Described Claim because the item you sold is counterfeit, you will be required to provide a full refund to the buyer and you will not receive the item back (it will be destroyed)."

The item will be destroyed, but by who? And who will make the judgment on whether the item is actually a fake or not? There are very few people within our hobby that actually does authentications on awards, and for some reason I doubt that PayPal will go as far as allowing the item to be sent for authentication. I am afraid that they will rather go for the buyer claim and issue the refund - but what happens to the item? Is it PayPal or the buyer who is to 'destroy' it? I guess it is time to be more careful by means of accepting PayPal from buyers that are not known.

"Most people get excited if they dig up a trinket in their back garden but David Murray was left ‘shocked’ when he unearthed the remains of a prisoner of war camp.

The 39-year-old’s interest was stirred when he found a German soldier’s World War II ID tag as he was digging behind his bungalow.
An hour later he had located bottles, uniform buttons and ammunition from the Hertfordshire camp which once housed 10,000 German PoWs.
Weeks on he has now recovered 2,000 items – including a live grenade he tried to defuse himself.

‘It was a huge shock when I found the tag,’ said Mr Murray. ‘It was just poking out of the ground so it was just luck I saw it glint in the light.
‘I didn’t realise what the grenade was – it didn’t look like the ones you see in the films. I tried to defuse it a couple of times myself but I couldn’t get the screws off the top.

‘It’s a good job because the RAF said it was very unstable. They weren’t very happy with me when I told them I’d been holding it next to my ear and listening to see if it would go bang. It’s really incredible to think that 70 years ago 10,000 PoWs were walking around in my back garden.’
Plumber, Mr Murray, has now turned guardsman and ‘continuously’ paces the perimeter of the site to watch for night hawkers, who he fears will steal the historic artefacts.
He has so far excavated 0.4ha (one acre) of the 16ha (40-acre) Wynches Camp in Much Hadham but thinks it could take years before the whole area is exposed.
He is working alongside historian Richard Maddams to research the camp which was bulldozed in 1950."

Sometimes I get a chuckle whether here or in business else where where people offer somethingto sell and want you to make an offer.

Case in point.

Olya Caboola wants to sell a 100 buck RS to Marysha but doesnt tell her it is worth 100. Olya sends scans of the RS to Maysha asking her to make an offer. Marysha is puzzled as to what the offer should be so she offers $25. Olya emails back "oooooooooooo, this is toooooo low, are you joking?" So Maysha makes another and another offer. On and on this process goes.

Ya see, even though the RS is worth 100, Olya is hoping that Maysha will eventually offer in excess of 100.

In my opinion, this is a crap way of doing business. When selling, list a price and cut the crap. Typically the seller will go high and you find a happy medium quicker price wise with your potential buyer.

Your thoughts?

Here is the obit in the newspaper:

Marcel Albert, 92, a decorated World War II flying ace hailed as a hero of the French Normandie-Niemen squadron based in the Soviet Union, died of complications from cancer Aug. 23 in Harlingen, Texas, said French officials and Albert's nephew, Jean Mavinger.

The office of France's veterans affairs minister, Hubert Falco, expressed condolences to Albert's former comrades-in-arms and "all the Russians who consider him a great hero." In 1944, Albert became one of four French pilots named a Hero of the Soviet Union.

Albert was born in Paris on Nov. 25, 1917. He flew 199 missions and shot down 24 German planes for the Normandie-Niemen fighter unit, according to France's Order of the Liberation, which was founded by Gen. Charles de Gaulle to assist the Soviet Union during World War II.

In 2009, Albert was named a grand officer in the French Order of the Legion of Honor.

The Normandie-Nieman Squdron was held in the highest regard amongst Soviet pilots from the GPW.

I will then post the correct answers here and the member with most correct answers will get a small price. If the first place is shared by two or more members, I will randomly pick a winner.

I encourage every member to participate; it will be fun and believe me, all the recipients are well-known. The first citations will be easy, but they will steadily get more difficult. Of course, don't post your guesses here, but feel free to let me know if the citations are too easy / difficult.

May the best man win. :thumbsup

Hint 1: Unless stated otherwise, the person did get the award he/she was recommended for (no later downgrading).
Hint 2: Pay attention to dates, units and other persons mentioned in the citations.
